Redstone PCS Vehicle Paperwork: Know the Nonresident Military Exception

Illustrative parked car near a moving box and closed folder as a road divides in the distance.

A Redstone Arsenal assignment can put an active-duty household in Alabama while its legal home remains elsewhere. Before you copy a generic new-resident car checklist, separate the status of each driver from the title and registration of each vehicle. A PCS address alone is not enough to answer both questions.

Alabama’s Department of Revenue military-registration FAQ says a military member with a vehicle titled and registered in the legal jurisdiction of residency may maintain valid home-jurisdiction registration while stationed in Alabama. The member may instead choose Alabama title and registration. Separately, ALEA’s driver-license guidance says a nonresident at least 16 years old with a valid home-state license in immediate possession may drive in Alabama; it expressly includes military personnel from other states and their families stationed here, even on a long assignment.

Start with the status, vehicle and driver—not the moving date

Question to settle If the household remains nonresident If Alabama registration is chosen
Where is the vehicle titled and registered? ALDOR describes continued valid registration in the legal home jurisdiction for a qualifying military member. ALDOR allows Alabama title and registration; verify the exact title and registration steps with the issuing office.
What insurance applies? Ask the insurer how the policy covers a car regularly kept and driven in Alabama; do not infer an insurance exemption from the registration exception. ALDOR says vehicles registered in Alabama must have an Alabama liability insurance policy.
Which driver license is valid? ALEA recognizes a qualifying nonresident’s valid home-state license, including military personnel and families. License status is a separate decision; confirm residency and license steps with ALEA.

The table is a planning aid, not a determination of domicile, insurance coverage or a particular vehicle’s eligibility. Keep the service member’s legal-residency documentation, the vehicle’s title and current registration, and each driver’s license details together when you ask the agencies about your case. Do not post those documents in a public comment or send them to a real-estate agent for an eligibility decision.

The home-state path still requires current documents

The ALDOR exception depends on a vehicle already titled and registered in the member’s legal jurisdiction of residency and a valid registration. It is not a promise that expired home-state tags, a newly acquired car, a changed ownership record or every spouse-owned vehicle automatically qualifies. The Department of Defense Redstone Motor Vehicles overview summarizes that active-duty members and family members with valid original-state registrations need not register their vehicles in Alabama. Because the state FAQ speaks specifically of military members and the installation summary uses broader family language, ask ALDOR or the appropriate county license office how a spouse-owned or jointly titled vehicle is treated before relying on the exception.

For driver licenses, ALEA’s nonresident rule requires the valid home-state license to be in the driver’s immediate possession and applies to a nonresident at least 16. It is a different rule from the ordinary transfer process for someone who becomes an Alabama resident. If a household member changes legal residence, or a dependent’s licensing situation is unusual, ask ALEA what applies to that person. Do not put every Redstone household on a blanket 30-day transfer clock.

Choosing Alabama registration changes the insurance step

ALDOR permits the stationed member to title and register in Alabama instead of keeping the qualifying home-jurisdiction registration. Its FAQ says a vehicle registered in Alabama must be covered by an Alabama liability insurance policy. Ask the insurer and the Alabama licensing office to confirm the policy and proof requirements before starting that choice; insurance tied to a different state should not be assumed to satisfy Alabama registration.

Vehicle ownership, lease or lien details may change the documents needed. The Redstone overview identifies a One Stop service and tells readers to call for current DMV/license-center days and hours, but this article does not treat that installation desk as an all-purpose county or ALEA office. For the ordinary county-office and driver-license split, my Madison car and driver-license guide explains how to find the relevant agency once you know which transaction you need. Its general new-resident timing discussion does not decide a military nonresident exception.

Make two agency questions part of your PCS checklist

First, give ALDOR or the proper license-plate issuing office the facts for each car: owner names, legal residency, title jurisdiction, current registration and whether you intend to keep it or elect Alabama registration. Ask what evidence and insurance will be required for that path. Second, ask ALEA about each driver’s residency and license status, especially if someone has become an Alabama resident or has a different home-state license history. Keep the answers dated and tied to the person and vehicle involved.

The Redstone Motor Vehicles page is useful local orientation, while the state agencies govern the Alabama registration and driver-license rules described here. Recheck all three before acting; the installation page’s desk hours and services can change. A federal civilian or contractor moving to Redstone should not assume the active-duty exception applies merely because the workplace is the same.

Final Thoughts

For a qualifying active-duty nonresident household, keeping valid home-jurisdiction vehicle registration and valid home-state driver licenses may be an option. Choosing Alabama vehicle registration creates an Alabama liability-insurance requirement. Keep vehicle title/registration, each driver’s license, and legal residency as separate questions, then confirm unusual ownership or status directly with ALDOR and ALEA.
