Douglas – Marshall County

Douglas is a town in Marshall County, but the services around a Douglas home do not all follow the town outline or use a Douglas postal address. The water authority describes a three-county service area and uses a Horton office address; the local school directory also includes a Horton-addressed primary school. Those are useful distinctions when organizing a move—not reasons to infer coverage or school eligibility from a mailing label.

What should I arrange before moving day for water service?

First confirm the actual property with Douglas Water Authority. It describes service in southern Marshall County, northeastern Blount County and northwestern Etowah County, not universal coverage of every address in those areas. Its physical office is 550 Bethlehem Road, Horton, AL 35980, with published hours Monday–Friday 7 a.m.–4 p.m., excluding holidays. Call 256-593-5010 rather than navigate to its Douglas post-office box.

The authority’s service-contract instructions ask for the completed contract, photo identification and either a deed for landowners or a rental agreement for renters. Connection fees must be paid before service is turned on. For same-day processing, documents must reach the office before 3 p.m.; emailed applications should allow up to 48 hours. Confirm the specific turn-on arrangements with staff before scheduling cleaners, an inspection or your first night in the home.

Is an account connection the same as installing a new service?

No. The authority’s published services-and-fees table distinguishes a connection fee from new-service work. The page is undated, so use its categories to ask for a current quote—not as a binding estimate for a property.

Situation Published distinction Question to resolve
Connecting an account A $100 connection fee is listed, including rental and commercial/poultry categories. What applies to this existing meter and account?
Installing new service Three-quarter-inch new service is listed at $550 plus the connection fee; one-inch service at $800 plus that fee. Which size, site work and additional charges apply?
A short temporary need Two-week temporary service is listed at $15 plus water used. Is the property eligible, and when will the temporary period start and end?

For the short-term option, the temporary-agreement page says the completed form and payment are processed before someone is sent to turn the water on. It describes an additional two-week extension for $15 if requested one day before the scheduled cutoff. Ask staff to confirm the dates and usage charges; do not assume a temporary request becomes a continuing household account automatically.

Which school names and addresses should I keep separate?

The Marshall County Schools building directory lists Sloman Primary for PreK–2 with a Horton postal address, Douglas Elementary for grades 3–5, Douglas Middle for grades 6–8 and Douglas High. Use those exact school names when asking about enrollment or planning a visit. A school-building address is not an attendance-zone map, and proximity to a campus does not establish a child’s assignment.

The district’s enrollment guidance explains that the PowerSchool Online Enrollment account is separate from the Parent Portal account. New students receive next steps after submitting, including arranging a registration meeting. Returning students use an individual Snapcode, and each child needs a separate submission. A move to a new address requires renewed residency documentation under the published guidance.

For a new household, ask the district which residency evidence fits your circumstances and confirm the assigned school and transportation arrangements before treating an online form as completed enrollment. If reliable internet or a suitable device is unavailable, the district says it provides opportunities to complete registration locally. Use its own enrollment channel for personal records, not a real-estate inquiry form.

Turn the separate answers into a home-search plan

The Marshall County guide connects the broader property-record and school-system questions. Put the confirmed water arrangements, school contacts if relevant, and your repeated trips beside the home’s actual location. The retained town map can orient that conversation, but it cannot decide utility coverage, current jurisdiction or enrollment. My home-buying guide is the next step for organizing the property search without confusing those separate checks.
