Phil Campbell – Franklin County

In Phil Campbell, Town Hall can help with a permit, a community-center rental or an arranged large-item pickup—but it does not accept water-department payments. Separating those everyday tasks is a useful first step when you are moving in, clearing a property or planning a visit. Recreation has its own seasonal and reservation distinctions, too.

Should I go to Town Hall or the water office?

Office Published location and telephone Useful distinction
Town Hall 580 Railroad Street, Phil Campbell, AL 35581; 205-993-5313 Permits, business licenses and town-facility rentals; accepts Northwest Alabama Gas payments, not water payments
Water Works & Sewer Board 215 McClung Street, Phil Campbell, AL 35581; 205-993-5464 Separate water-provider office and account process

The Town Hall page lists weekday hours of 8 a.m.–5 p.m., with a possible noon–1:30 p.m. closure when one clerk is handling lunch and errands. The water board lists 7:30 a.m.–4 p.m. Monday–Friday. Plan the trip around the office handling your task rather than assuming the two counters share hours.

For a new water account, the board’s service page calls for an in-person application and a valid photo ID. It describes customers beyond Franklin County, so neither the town name nor the municipal outline is a complete service-territory test. Establish the provider for the specific property before applying.

What can go out for a large-item pickup?

The town Street and Sanitation page says large-item pickup is on Fridays, with arrangements made through Town Hall. It excludes tires, appliances containing Freon and whole trees; it distinguishes tree limbs and bush trimmings from whole trees. Call before moving a pile to the roadside so the staff can confirm the actual items and collection arrangement.

For a move-out or property cleanup, separate the load before scheduling: ordinary large items, refrigerant-containing appliances, tires and tree material are not interchangeable. Do not assume a contractor’s complete tree-removal debris qualifies merely because some limbs are accepted. The page does not supply a pile-size limit or an all-material disposal service, so obtain that answer for the actual job.

Is the splash pad a year-round outing?

No. The town recreation page describes a Memorial Day weekend through Labor Day weekend season, with Monday closures. That published season has already ended at this October 30, 2026 review; the page should not be used as a promise of an autumn splash-pad visit. Check the next season’s announcement rather than assuming a 2027 opening date from an undated recurring schedule.

The same page identifies a playground, pavilion and Memorial Park. It also describes separate splash-pad rentals, which are not the same thing as ordinary admission or a community-center booking. Match the specific facility to the occasion before making plans.

How should I budget a community-center gathering?

The town’s linked community-center rental agreement distinguishes the rental fee from the deposit. For a posted eight-hour block, the $150 rental plus $150 deposit means $300 initially. For the listed all-day period, $300 rent plus $150 deposit means $450 initially. These are calculations from the published agreement, not a confirmation of an available date.

The agreement requires photo ID and assigns cleanup duties, including floors, tables, chairs, rubbish and bathrooms. A deposit refund is conditional, not an automatic discount on the amount needed to book. Review cancellation and cleanup terms and obtain the town’s current agreement before committing.

The recreation page says weekday availability begins after 1 p.m., while its fee text lists standard eight-hour blocks beginning at 7 a.m. or 3 p.m. Ask which block is actually available on your requested day rather than assuming the morning block can be booked every weekday. Use 205-993-5313 for the reservation question.

What if a lake outing is part of getting to know the area?

For a separate outdoor day, use the Franklin County guide to a first Bear Creek lake visit. It distinguishes the reservoirs, actual access points, user permits and seasonal facilities. That is a different decision from a town splash-pad visit, and a Phil Campbell home search should not treat every nearby lake label as one public entrance.

Make one organized plan instead of several wrong stops

Choose the correct payment counter, arrange the actual cleanup load and distinguish a seasonal water-play visit from a reserved indoor gathering. Those local details help a move or property-preparation day run more smoothly, without turning a directory listing into a guarantee of service or availability.
